New Legislation Limits Online Casinos to Two Websites Per License

In a recent overhaul of Georgia's gambling regulations, new legislative amendment concerning operation of online casinos shall enter into force on December 1, 2024 . According to the revised Law of Georgia "On Organization of Lotteries, Gambling and Profitable Games," each online casino license will now permit operation of two websites. These websites must cater to distinct player groups based on their national origin.

 

The new rules stipulate that if a casino chooses to operate two websites, one must be dedicated exclusively to Georgian citizens, while the other is reserved for international players. Alternatively, a single website may be used for either Georgian or foreign players, or a combination of both. This segmentation is applicable across various types of electronic gambling: table games, slot games, and totalizer.

 

This legislative shift is seen as a strategic move to simplify the regulatory environment and address fiscal concerns. Notably, the new rules may be linked to an anticipated policy change regarding the 5% tax on cash outs for foreign online players, which is expected to be removed. By capping the number of operational websites, the government might be aiming to streamline monitoring and tax collection compliance processes, potentially paving the way for a more favorable tax environment for foreign online players.
